Burger, Carroll & Associates, Inc. (BCA) is a New Mexico-based corporation providing management and information technology consulting services to the public sector health and human services community. BCA was established in 1989 and maintains staff and project offices in seven states.

BCA is nationally recognized for its unblemished record of successfully guiding the deployment of management systems and information technologies by public agencies in over one-half of the states. Our staff’s knowledge base spans PC, mini and mainframe systems, EBT/EFT magnetic stripe and smart card applications, biometrics, client/server, WAN/LAN telecommunications networks and financial transaction processing systems.

BCA’s program practice areas include Food Stamps, public assistance (TANF, GA), Medicaid/managed care, Head Start, employment and training, public health (Maternal & Child Health, Immunizations, Special Supplemental Nutrition Program for Women, Infants & Children), and third party payment liabilities. Emerging Technologies

ESD (Electronic Services Delivery) is the use of advanced transaction card technology to deliver a variety of government services to citizens. Descended from Electronic Benefits Transfer, ESD uses a variety of emerging technologies like smart cards, biometrics and the Internet.

Accomplishments

Selected accomplishments in program management include:

  • Statistical methodologies for identifying retailer fraud and abuse, including the National Food Stamps Violation Prone Profile (VPP);
  • Two national studies of income verification practices;
  • Training and technical assistance for Electronic Benefit Transfer (EBT) initiatives (for WIC and FSP staffs);
  • FNS Federal Program Directors analysis of fraud and abuse training program;
  • Evaluation of provider and retail monitoring strategies in fifteen (15) states;
  • Evaluation of data system security and performance in eighteen (18) states;
  • Design of Electronic Funds Transfer (EFT) and Electronic Data Interchange (EDI) systems in a dozen states;
  • Application of exception audit models (including One Tier QC) in five (5) states;
  • Development of a multi-state EBT acquisition plan for a six state consortium; and,
  • Analysis and design of alternative vendor payment and banking systems.
