Quality Assurance

Burger, Carroll & Associates, Inc. (BCA) is a New Mexico-based corporation providing management and information technology consulting services to the public sector Health and Human services community.   BCA was established in 1989 and maintains staff and project offices in six states.

BCA is nationally recognized for its unblemished record of successfully guiding the deployment of management systems and information technologies by public agencies in over 50% of the states in the country.  Our staff’s knowledge base spans PC, mini and mainframe systems, EBT/EFT magnetic stripe and smart card applications, biometrics, client/server, WAN/LAN telecommunications networks and financial transaction processing systems.

BCA’s program practice areas include Food Stamps, public assistance (TANF, GA), Medicaid/managed care, Head Start, employment and training, public health (Maternal & Child Health, Immunizations, Special Supplemental Nutrition Program for Women, Infants & Children), and third party payment liabilities. Specialty areas include architectural design, technology evaluation, feasibility, procurement and contracting, compliance promotion and enforcement, quality assurance and system security.

QA Approach

The foundation of BCA's technical approach to quality assurance is a combination of, experience-based judgment, a structured methodology, and the application of objective, measurable standards.  We work with the agency and the primary contractor to develop a set of standards and guidelines that define the agreed upon content, format, and Quality Standards that must be met for each individual product, task and deliverable.  We then apply these standards to evaluate each project activity and report to the agency any noted deficiencies.  Included in the review are recommendations and a plan for addressing the noted deficiencies.  This quality assurance service supports MOBIS by monitoring, evaluating and status reporting on the Primary Contractor's performance; identifying and proactively addressing risks to the project; and providing and objective intermediary between the client and the primary contractor, thus ensuring the realization of the agency's project goals and objectives.

QA Monitoring

Most organizations lack the resources or expertise to undertake information systems development or other complex business restructuring efforts.  Recognizing limitations of available staffing and the need to continue normal activities, duties and responsibilities, the organizations elect to contract with outside system developers or consultants for provision of the new system or restructuring design.  However, the organization that assumes that this step alone will ensure the end product will meet their expectations assumes a significant risk of failure.  To mitigate this risk requires the application of a structured methodology for quality assurance oversight that maintains a clear and recognized standard and scope, and evaluates attainment of this standard in all project products, tasks and deliverables.

BCA's comprehensive understanding of process designs combined with a structured methodology, enables us  to provide knowledgeable quality assurance monitoring services to States involved in the rigorous tasks of system development and implementation.
