BCA provides unsurpassed WIC
knowledge, technical expertise, project management abilities and ingenuity to assist you
in assessing and managing the operation of your program, from the clinic to the state
agency. In just the past ten years, we have assisted more than half of the states to
modernize their computer systems; save millions of food and NSA dollars; upgrade the
Programs administrative status; survey clients, providers and retailers; adopt new
payment systems; plan and evaluate new technologies and strategic business processes; and
launch innovative electronic benefit and services delivery system initiatives. BCA

Information Systems

BCA has
produced more than 20 approved WIC IAPDs and RFPs; provided procurement, project
management or quality assurance services in eight states. BCA is currently involved in
computer system modernization projects in Arizona, Mississippi, Iowa, Kansas, New
Jersey, North Carolina, North Dakota and Puerto Rico. |
Retailer Management

BCA staff are recognized as authorities on WIC retailer
management issues. BCA staff have directed several national vendor studies; developed a
decision-support system for classifying stores and analyzing food price and inventory
characteristics; authored three vendor management handbooks; and re-engineered vendor
monitoring and fraud control strategies in more than a dozen states. BCA is currently
providing such services to the California and Massachusetts WIC Programs.. |
EBT/ESD

BCA has been a leader in WIC EBT and electronic services
delivery initiatives since 1989; has advised more than a dozen states in this innovative
and emerging technology; and is a leading member of two national EBT Councils. Currently,
BCA is providing planning assistance to the New England PARTNERS Project and
the New Jersey WIC ESD project. |
Nutrition Services/Education

BCA offers a unique single source of professional and
academic credentials in the field of nutrition. Our staff have assisted a variety of
states in designing and evaluating client education strategies, breastfeeding promotion
campaigns, and staff education initiatives. A BCA principle is the lead author of Breastfeeding:
A Problem Solving Manual, EMIS, 4th Edition, 1996. |
Grants Management/Cost Containment

With two former state agency directors and a former FNS staff
member, BCA offers expertise in addressing the challenges of WIC grant management. We have
assisted states in improving the efficiency and integrity of their grant management and
payment systems. Currently, BCA is assisting California in a comprehensive administrative
and food cost containment initiative. |
Administration/Organization

BCAs experience includes conducting organizational
reviews of State and local WIC Programs. BCA has evaluated the organizational structure
within the administrative parent agency, as well as reviewing and recommending
changes in internal programmatic structure, staffing and sufficiency. |
